The APT Technical Committee on Codes and Standards has been periodically active since the 1980s when new Existing Building Codes were being created.
Committee goals and objectives:
- Identify Leadership on the topic of building codes and standards and their impact on cultural resource conservation.
- Establish a forum for discussion of issues relating to building codes and standards in the field of historic preservation
- Annual code committee meeting at the APT annual conference
- APT speakers forum for code topics
- Encourage active and continuous education for professionals from many disciplines who seek a better understanding of building codes and standards and their effect on cultural resources.
- Identify areas of knowledge and practice where further study and/or research is required to establish parameters of practice.
- Establish a process and repository for the documentation, collection, and dissemination of information related to building codes and standards and cultural resource conservation.
- Identify and expand historic building codes and standards on the APT Building Technology Heritage Library.
- Establish ongoing relationships between preservation organizations and codes and standards organizations.
- Identify and undertake initiatives to advance building codes and standards and assess impacts on cultural resource conservation.
New Publication: Improving Rehabilitation Codes for Historic and Existing Buildings
After two years of work and thanks to funding provided by NCPTT (the National Center for Preservation Technology and Training), APT’s Committee on Codes and Standards released “Improving Rehabilitation Codes for Historic and Existing Buildings,” a 110 page digital publication. This document provides detailed information to advance modifications to the model construction codes in the U.S. that can better serve historic and other existing buildings. In particular, it:
- Provides an overview of code development and enforcement in the US.
- Documents code development proposals developed by APT for submission to the International Code Council for incorporation into the 2027 and future editions of the International Existing Building Code (IEBC).

Provides educational materials and guidance to assist code users using the IEBC's Performance Compliance Method, one of four compliance paths in the IEBC that is little used but often provides a successful code compliance path for rehabilitation where other options fail.

Contains materials to assist jurisdictions in adapting their building and fire codes to reflect local needs and priorities for historic buildings.
It’s important to note that the detailed guide on using the Performance Compliance Method for building code analysis is a powerful tool that is poorly misunderstood. This compliance path often offers a successful approval path for rehabilitation of existing buildings where other options fail.

Membership is open to all with an interest in building codes and standards and history of building technology who are willing to make regular and substantial contribution to the mission of the committee. The committee meets during the APT annual conference.
